Sergeant Rashad Akinyemi has nearly two decades of dedicated service, He has honed his skills in investigative techniques, technology implementation, leadership, crisis intervention, and network administration. During his tenure as a Patrolman, Detective, and Major Case Squad Supervisor/Deputy Report Officer for the Kirkwood Police Department, Rashad conducted numerous investigations, prepared reports, and provided expert testimony in court. He played a pivotal role in hiring processes, background investigations, and introduced innovative investigative techniques to his agency.
Currently serving as a Sergeant at the Kirkwood Police Department, Rashad leads a team of patrol officers, ensuring adherence to laws and regulations, conducting performance evaluations, and providing confidential peer support during times of crisis.
His commitment to excellence is evident in his educational achievements and professional certifications. In 2018, Rashad earned his Master of Science in Managing Information Security from Lindenwood University, graduating with a perfect 4.0 GPA. Before this, he obtained a Bachelor of Science in Cyber Security from the same institution in September 2017, graduating Summa Cum Laude and being recognized as a member of the prestigious Alpha Chi Honor Society.

In his role as a contract consultant for Axon Enterprises, Rashad supports law enforcement agencies nationwide in the assessment, deployment, and maintenance of Body Worn Camera and TASER Energy Weapon Programs. He has trained over 600 personnel and provided guidance on network integration challenges.
Officer Dean Alexander is a distinguished professional who has showcased unwavering commitment and expertise in both military and law enforcement domains over several decades. With a robust background in the United States Army and the Missouri Army National Guard, Dean served from 1988 to 2014, holding pivotal roles as a Military Police Officer. During his tenure, he displayed exceptional leadership as a Patrol Sergeant at the 1138th MP Company, Fort Leonard Wood, MO from 2001 to 2002. In this capacity, he supervised base patrol, gate security, and investigations, demonstrating exceptional skills as a Shift Supervisor.
His service extended globally, where he served as a Sergeant and Team Leader at the 2175th MP Company in Baghdad, Iraq from 2003 to 2004. Dean played a critical role in patrol and convoy operations while ensuring security at Iraq Police Stations. His leadership was instrumental in the Special Response Team (SRT), where he navigated challenging environments and contributed significantly to security measures.
Dean's military journey began as an Airborne Infantryman with the 2/504th Parachute Infantry Regiment, 82nd Airborne Division, Ft. Bragg, NC from 1988 to 1992. His valor was evident during Operation Desert Shield/Desert Storm in 1990-1991, showcasing his dedication to service.
In addition to his military service, Dean has been an integral part of law enforcement. He started his career in 1993 with the Lincoln County, MO Sheriff’s Office. In 1996, Dean began working with the St. Charles City, MO Police Department. His roles encompassed Patrol Operations, SWAT team leadership, Honor Guard, and a multitude of instructor positions, where he imparted his extensive knowledge to fellow law enforcement professionals. Dean retired from the St. Charles City, MO Police Department in 2023.
Dean is a Level One Instructor at Midwest Krav Maga, ASP Instructor Trainer, and Defensive Tactics Instructor/National Level Instructor through the National Law Enforcement Training Center {NLETC). He is also currently a Corporal in the Training Division of the Veterans Affairs Police in St. Louis, MO.
Kelly Allmeyer's educational background includes a Bachelor of Arts Degree in Anthropology from the University of Missouri-Columbia. Kelly has been in the field of Death Investigations since 2009, beginning her career as a part-time Forensic Death Investigator for the St. Louis City Medical Examiner’s Office. Kelly then accepted a position as a Death Investigator for the Medical Examiner’s Office for the Missouri Counties of St. Charles, Jefferson, and Franklin. Kelly then returned to the St. Louis City Medical Examiner's Office as the Chief Medicolegal Death Investigator.
In February 2019, Kelly accepted the position as Chief Medicolegal Death Investigator for the Regional Medical Examiner’s Office, which serves Franklin, Jefferson, and St. Charles Counties. Kelly's area of specialty is the investigations into the deaths of infants and children, which involves on-scene reenactments.
Kelly is a Registered Diplomate with the American Board of Medicolegal Death Investigators (D-ABMDI). She is also an Associate Member with the American Academy of Forensic Sciences (AAFS), and an Investigator-Affiliate Member with the National Association of Medical Examiners (NAME). She is also a member of the Society of Medicolegal Death Investigators (SOMDI). Kelly also presents biannually at the Medicolegal Death Investigator Course through St. Louis University Medical School on Infant Death Scene Processing and Scene Reenactments. She has also presented lectures for the Missouri Coroners and Medical Examiners Association, SOMDI, and the St. Louis Metropolitan Police Department. Kelly currently serves on the Child Fatality Review Panels for all 3 Counties served by the Regional Medical Examiner’s Office and is a voting member of the Mass Fatality Committee through STARRS, the St. Louis Area Regional Response System.
Brian Battles is a 13-year member of the St. Louis County Police Department, where he currently serves as a platoon supervisor in the Bureau of Communications. He began his career as a public safety dispatcher and rose through the ranks over 13 years to his current position. During his tenure, Brian has been assigned to tactical dispatch field assignments during the 2014 civil unrest in Ferguson, Missouri as well as the civil unrest in the City of St. Louis in 2017.
In 2016, Brian completed the National Emergency Number Association’s Emergency Professional Number program and was certified as an Emergency Number Professional (ENP). Additionally, Brian completed the FBI-LEEDA Leadership Trilogy in Memphis, TN in 2019. In 2021, Brian was selected to, and graduated from, Northwestern University School of Police Staff and Command – Class 505 – Jefferson City, MO. During this 11-week intensive program, Brian was the only civilian in the class and was elected as a class officer (leadership role) by his peers.
Brian’s biggest career achievement has been his successful lobby of the St. Louis County Council to draft, introduce, and pass legislation that classified 911 dispatchers as first responders in St. Louis County. As a result of this, the bargaining unit 911 dispatchers were able to successfully negotiate for substantially higher wage increases than all other civilian employees.
Brian currently serves as the Chair of the St. Louis County Public Safety Answering Point (PSAP) User group and the Chair of the St. Louis County Emergency Communications Operations Committee. He is an active member of the National Leadership Society. Brian has a Bachelor’s Degree in Criminal Justice from Columbia College and a Master’s Degree in Management and Leadership from Western Governor’s University.
Lieutenant Gary Berra retired from the St. Louis County Police Department after 30 years of service. Lt. Berra earned a Bachelor's Degree in Business Administration from Webster University in St. Louis, MO. During Gary's law enforcement career with the St. Louis County Police Department, he served as a road patrol officer for 10 years, and as a homicide detective for 8 years prior to being promoted to the rank of sergeant. During his time as a sergeant, Gary was a road patrol supervisor, as well as supervisor in the Bureau of Drug Enforcement. Upon being promoted to the rank of lieutenant, he served as a precinct watch commander, Municipal Liaison Coordinator in the Office of the Chief of Police, and Commander of the Bureau of Crimes Against Property, where he oversaw the Auto Theft, Bomb and Arson, Burglary, and Computer Crime Units.
Gary was also part of the Commission on Accreditation for Law Enforcement Agencies (CALEA), where he was instrumental in the inspection of various law enforcement agencies throughout the United States to ensure standards were met or exceeded as set forth to maintain CALEA accreditation.
Gary was also appointed by the St. Louis County Executive to the St. Louis County Pension Board, where he also managed retirement funds for both current and retired St. Louis County employees. After retiring from the St. Louis County Police Department, Gary continued his career in the field of law Enforcement by holding the position of Vice President with a government contract firm, and with United Parcel Service (UPS) in the field of Corporate Security Management.
Officer Bradley Boling has been a certified law enforcement for over 20 years. He started his career with the Lincoln County, MO Sheriff’s Office in 2004. During his tenure there, Brad was certified as a Drug Recognition Expert (DRE), SWAT operator, Honor Guard member, and Pressure Point Control Tactics (PPCT) Defensive Tactics instructor.
In 2011, Brad started working for the Ferguson, MO Police Department. During his time there, he was certified as a Multi-Assault, Counter Terrorism Action Capabilities (MACTAC) instructor, where he assisted in training all regional St. Louis County police officers for MACTAC levels 1 and 2.
In 2014, Brad began his employment with the Wentzville, MO Police Department. He is currently a traffic enforcement officer, where he enforces local and state traffic laws and responds to and investigates traffic crashes. Brad is also a Field Training Officer (FTO), Honor Guard member, MACTAC instructor, Firearms instructor, Shoot House instructor, Defensive Tactics instructor, Taser instructor, and Emergency Vehicle Operations Course (EVOC) instructor.
Larry Boyd served in the US Navy for over nine years specializing in electronic warfare, intelligence, and countermeasures. He completed two tours in Vietnam and was awarded numerous service medals and ribbons receiving an Honorable Discharge. In his professional life, Larry has owned and managed an IT critical electrical power infrastructure corporation for over 40 years focusing on solutions design, strategic management, and business development.
Larry’s higher education has included studies at Old Dominion, St. Louis Community College, and the University of Missouri-St. Louis (UMSL). He is currently pursuing his bachelor’s degree.
In December 2023, Larry graduated from Vista Law Enforcement Training and Consulting, LLC’s internship program completing over 100 hours of service as an intern at that time. Larry is currently continuing his studies of criminal justice and investigative techniques to develop a better understanding of how science, technology, and the legal process support justice initiatives in today’s culture and civic environment.
In January 2024, Larry was selected as our first Intern Coordinator, where he currently provides administrative, mentoring, and active in-service support for the Internship Program. His role includes assisting with recruiting, training, and coordinating the efforts of student interns who serve in various capacities during training sessions, supporting the mission. Larry, as well as other staff and interns, develop pertinent training scenarios where interns play various roles in realistic situations presented to class participants.
Larry has extensive organizational experience serving in various capacities in the local youth hockey community for over 30 years. His duties included coaching, on-ice officiating, coaching education/certification, rules and disciplinary supervision, and league administration having served ten years as President of Missouri Hockey. He was inducted into the St. Louis Amateur Hockey Hall of Fame in 2014.
Officer Jenna Christian has over two decades of experience, with her career starting at the St. Louis Metropolitan Police Department. Despite facing adversity early on, including surviving an on-duty vehicle crash that left her injured, Jenna emerged stronger, driven by an unwavering commitment to uphold the law and ensure the safety of her community.
After taking a break from law enforcement as a pharmacy technician, Jenna rejoined the law enforcement field working at the Chesterfield Police Department. During her time there, Jenna honed her skills as a Crisis Intervention Team (CIT) Officer. Specializing in handling mental health crisis situations, Jenna underwent advanced training, including specialized courses focusing on juveniles and veterans. Her dedication to excellence extended beyond her role as she assumed the responsibilities of a Field Training Officer (FTO), mentoring and training new officers, and instilling in them the values of professionalism and integrity.
At the Ballwin Police Department, Jenna continues to make a profound impact. As the Peer Support Coordinator, she spearheaded the establishment of a Peer Support Team, providing vital emotional and psychological support to department members. Jenna’s commitment to fostering a culture of well-being and resilience was further demonstrated through her coordination of Critical Incident Stress Management (CISM) sessions after significant events. In addition, she is a board member of the St. Louis area CIT Council.
Jenna also performs the role of Crime Scene Officer, meticulously examining crime scenes for evidence with precision and accuracy. She currently has completed Crisis Negotiator courses 1 and 2 while working towards the goal of being a certified Crisis Negotiator.
Cassandra “Cassie” Crabb received a Bachelor of Science Degree in Forensic Chemistry and a Bachelor of Arts Degree in Chemistry from Indiana University-Purdue University-Indianapolis (IUPUI). She also received a Master of Science Degree in Forensic Science from the University of Florida (UF).
Cassie has worked as a Forensic Scientist with the St. Charles County Police Department Criminalistics Laboratory since 2011. Her duties include maintaining instrumentation and chemicals used in the laboratory, testifying in federal, state, and juvenile court, training interns in all areas of the laboratory, and overseeing all evidence activities/handling for the laboratory.
Cassie has a specialized understanding of all types of analysis performed within the laboratory, including drug chemistry, DNA, firearms, and blood alcohol concentration. Cassie is also the Laboratory Information Management System (LIMS) Administrator for the St. Charles County Police Department’s laboratory JusticeTrax software application.
Cassie holds memberships with the American Academy of Forensic Sciences (AAFS), International Association of Chemical Testing (IACT), Midwestern Association of Forensic Scientists (MAFS), and the Clandestine Laboratory Investigation Chemists (CLIC). Cassie has other advanced training in drug chemistry, blood alcohol, and firearms.
Sergeant Jason Davis started his law enforcement career in 2008 with the Wentzville (MO) Police Department. Before starting his law enforcement career, Jason was in the United States Marine Corps from 2003-2007, serving in two combat tours in Iraq.
From 2010-2015, Jason served on the St. Charles County Regional SWAT Team. In 2015, Jason started the Wentzville K-9 Unit, being the first K9 in over 12 years with the department. In 2015, Jason obtained the Tier One Tactical “Train the Trainer” certification and then trained all the Wentzville (MO) School District staff for Active Killer preparedness. In 2017 he attended Multi-Assault, Counter Terrorism Action Capabilities (MACTAC) Instructor school then assisted with the training of all St. Charles (MO) County law enforcement agencies in multi-jurisdictional active killer training. In 2022, Jason was one of the lead instructors to train St. Charles (MO) County law enforcement agencies in active killer training.
In 2021, Jason was promoted to the rank of Sergeant. He currently serves as Wentzville’s K-9 Unit, Parks, and Animal Control Sergeant. Jason also serves as Wentzville’s de-escalation instructor as well as Emergency Vehicle Operator Course (EVOC) instructor and Use of Force instructor. Jason is a recipient of the Ryan Kendall CIT award and the John J. McAtee CIT award.
Jason holds a Bachelor of Science Degree from Lindenwood University, St. Charles, MO in Business Administration. He graduated from the FBI-LEEDS program and the Missouri Police Chiefs Association Command College in 2023. Jason is currently working on a Master of Arts Degree in Criminal Justice and Sociology from Lincoln University.
Dominic Drago is a Certified Polygraph Examiner, trained at the renowned 11-week Marston Polygraph Academy in San Bernardino, California, where he attained his Basic Polygraph Examiner and Post Conviction Sex Offender Testing (PCSOT) certifications.
Before becoming a Polygraph Examiner, Dominic served with honor and distinction for 5 years as a Military Police Officer in the United States Army. His military service includes roles as a Traffic Investigator at Fort Leonard Wood in Missouri and as a Patrol Supervisor at USAG Humphreys in the Republic of Korea. During his service, Dominic completed the Army’s 17-week Military Police Academy and 3-week Basic Leader course.

Dominic is also a certified Taser Instructor, SABRE OC/Pepper Spray Instructor, and ASP Baton/Flashlight/Handcuffing Instructor.
Dominic is working towards his bachelor’s degree in history and literature through the University of Maryland.
As an Assistant Professor at St. Louis Community College, Ruth Eilerman brings over a decade of experience in community and juvenile corrections to her role. Specializing in courses such as American Correctional Systems, Juvenile Justice, Criminal Law, and more, she has had the privilege of instructing a diverse array of students both on campus and through online platforms like Blackboard and Canvas.
Ruth’s instructional emphasis lies in community corrections and juvenile justice, drawing from hands-on experience at the Dismas House of St. Louis, where she managed a 180-bed Residential Community Corrections Facility. Here, Ruth facilitated the transition of Bureau of Prisons inmates into community supervision, fostering connections with vital resources for job placement and housing while ensuring community safety. Additionally, her tenure at Dismas House involved revising policies and procedures to secure accreditation by the American Correctional Association, a milestone achieved in January 2007.
Beyond the classroom, Ruth is passionate about guiding students toward career opportunities aligned with their associate degrees. For those aspiring to transfer to four-year colleges, she provides comprehensive support in researching options and developing coursework plans conducive to a smooth transition.
Ruth’s journey included pivotal roles at the Missouri State Division of Youth Services, where she worked closely with adjudicated juvenile males during their reintegration into society, witnessing their growth/success under DYS care. Ruth recently took on the role of part-time Deputy Juvenile Officer (DJO) with the St. Louis County Family Court in the Assessment and Screening Unit.
Ruth has a Bachelor of Arts Degree and a Master of Arts Degree in Criminology and Criminal Justice from the University of Missouri, St. Louis.
Samuel Garrett is a dedicated individual with a multifaceted background, currently pursuing a degree in criminal justice at the University of Missouri-St. Louis. Holding an associate degree in general transfer studies from St. Louis Community College, Sam has laid a solid foundation for his academic journey and professional pursuits.
In December of 2023, Sam reached a significant milestone by graduating from Vista Law Enforcement Training and Consulting, LLC’s internship program, a testament to his dedication and capabilities. Following this accomplishment, he was promoted to the position of on-site intern coordinator, where he continues to contribute to the growth and success of the program.
Sam has undergone comprehensive training at Vista Law Enforcement Training and Consulting LLC., covering a wide range of courses from de-escalation techniques to firearms and tactical progression. His well-rounded experience is further highlighted by his certification as a range safety officer for firearms courses, underlining his commitment to ensuring safety and adherence to protocols. Sam does an excellent job of leading and mentoring the new wave of interns at our training courses.
Detective Johnny Graves retired from the St. Louis County Police Department after 35 years of service. Prior to joining the St. Louis County Police, he served as a United States Marine, before being Honorably Discharged. During his time as a St. Louis County Police Officer, Johnny served as a Road Patrol Officer, an Undercover Task Force Officer with the Drug Enforcement Administration, and a member of the Tactical Operations Unit as a Sniper. He is also a Certified Firearms Instructor and received additional training in various tactical situations and officer survival.
Johnny's experience as an undercover officer has provided him with unique abilities as a Role Player and Evaluator in Tactical De-escalation Techniques, and Active Shooter/Workplace Violence Training, for both law enforcement officers and security personnel.
Lieutenant Michael Grawitch retired from the O'Fallon, MO Police Department after 28 years of service. Mike served in the United States Air Force as a law enforcement officer for 4 years, where he initially began his law enforcement career, giving him a total of 32 years of law enforcement experience. Mike earned an Associate's Degree in Law Enforcement from the Community College of the Air Force, and a Bachelor's Degree in Criminal Justice from Columbia College, in Columbia, MO.
Mike's law enforcement career includes serving as a Road Patrol Officer, a Detective in the Drug Enforcement Unit, where he worked undercover for 5 years, and as The Drug Enforcement Unit Commander for 2 years. Mike was also assigned as a Patrol Sergeant, Commander of the Community Services Section, and Commander of the Criminal Investigation Section. Mike served with the St. Louis Area Major Case Squad, where he worked in the field of Homicide Investigations. Mike also commanded officers assigned to the Cyber-Crimes Unit, and investigators assigned to various Federal Investigative Task Forces.
Mike is currently an Investigator for the St. Charles County Prosecuting Attorney's Office, where he continues to investigate criminal cases.
Detective John Geiss is a 41-year law enforcement veteran. He started his career in 1981 with the New York City Transit Police Department assigned to South Bronx and Spanish Harlem. In 1987, Det. Geiss was hired by the City of Yonkers, New York Police Department. In 1995, John was promoted to Detective and assigned to the Major Case Unit, where he investigated homicides, robberies, rapes, sexual assaults, and suspicious deaths. In 2000, John was assigned to a newly created Cold Case Homicide Unit where he worked until his retirement in May 2022.
As a Cold Case Homicide Investigator, John re-investigated over 60 cases. He closed out many of these unsolved homicides, including two that were committed by serial killer Francisco Acevedo. In early 2022, John's outstanding dedication and investigative skills led to the arrest of two individuals for the 2012 murder of Pamela Graddick. In 2001, John became a Certified Polygraph Examiner, where he administered criminal polygraph examinations. Since 2003, John was assigned to the Yonkers Police Hostage Negotiation Team. As the Negotiator, he assisted with numerous barricaded situations and emotionally disturbed individuals threatening harm to themselves and/or others.
Officer Andrew Gerwitz III is a Missouri POST Certified Law Enforcement Officer, who worked as a Police Officer for the Florissant, MO Police Department from 2004-2014. From 2014-2024, he held the position of Police Officer for the Alton and Southern Railroad, maintaining his commission as a Missouri POST Certified Officer. Andy’s specialized training includes being a State of Missouri Generalist Law Enforcement Instructor, holding Specialist Certifications in Report Writing, Defensive Tactics, and Firearms Instruction.
Andy is a Taser Instructor certified through AXON, a Firearms Instructor certified by the Illinois Law Enforcement Training and Standards Board and Strategos International, a Defensive Tactics Instructor certified through Blue Shield Tactical Systems, and a Threat Pattern Recognition Use of Force Instructor certified through Human Factor Research Group, Inc. and the St. Louis County and Municipal Police Academy. Andy holds a Bachelor’s Degree in Criminal Justice from the University of Missouri, St. Louis.
Erik Hall is currently the Director of the Forensic Science Program and Assistant Professor at Saint Louis University. He was the former Biology Technical Leader and DNA Analyst at the St Louis Metropolitan Police Department Crime Laboratory for approximately 12 years. During his tenure at the St. Louis Metropolitan Police Department, Erik was the head of the laboratory training committee tasked with providing various training courses to officers and detectives during continuing education training as well as various other training programs.
Erik was also the head of the DNA crime scene response team which was tasked with aiding homicide detectives in investigating major crime scenes using bloodstain pattern analysis and advanced DNA techniques. His bloodstain pattern analysis experience dates back over a decade, and he has processed countless major crime scenes documenting and locating bloodstain patterns.
Erik has worked 100's of homicides, police shootings, and assaults by analyzing and documenting bloodstains on clothing and other items received by the crime lab. In addition, he has testified as an expert witness over 100 times in all types of cases in both state and federal court in areas such as DNA analysis, crime scene processing, and biological screening.
Erik attained a Master of Science degree in Forensic Science from the University of New Haven, CT and a Bachelor of Science degree in Biochemistry with a Minor in Criminal Justice from Messiah College, Grantham, PA. Erik has received 2 Civilian Employee of the Month awards, 3 Chief’s Letters of Commendation, and three Awards of Excellence.
Bonita Hecktor has over 10 years of experience working with individuals in crisis/trauma. Currently, Bonita is a Care Navigator for the Centene Corporation, where she helps foster parents obtain resources for foster children in the State of Missouri who are in foster care. She volunteers for the University of Missouri St. Louis (UMSL) Children's Advocacy Center and is currently assisting in the establishment of a human trafficking task force in Franklin County.
Bonita served as a Victim and Family Advocate at the Children's Advocacy Center in Franklin County, Missouri. In this role, she scheduled child referrals for forensic interviews with the Multidisciplinary Team (MDT) and coordinated quarterly and monthly case reviews for multiple counties. She provided critical resources to over 180 families per year, offering support in recovery, crisis intervention, safety planning, and case status updates on investigations. Bonita also volunteered at the Children's Advocacy Center for 3 years before starting her employment there.
Bonita received the Advocate of the Year award in 2022 for her outstanding contributions. She has increased the online presence of the organization through social media planning and execution of educational resources and promotional tactics. Bonita also reports statistics to grant funders.
Bonita conducts in-person and virtual teaching sessions to raise awareness and prevent victimization, utilizing her knowledge of statistics around victimization. She also trains new hire employees in advocacy duties and supervises their progression in learning the role. Bonita has experience speaking to the U.S. Army Criminal Investigation Division (CID) and the Sexual Harassment/Assault Response and Prevention (SHARP) Program at Ft. Leonardwood, in Missouri.
Bonita is working towards a bachelor’s degree in Business, Psychology, and Child Advocacy Services from the University of Missouri-St. Louis (UMSL). She is advocacy-trained, trauma-informed certified, and CPR certified.
Detective Sergeant Edward “Charlie” Herwig is a distinguished law enforcement professional with an extensive career spanning over two decades. Having commenced a remarkable journey in 2004 while deployed in Iraq, Charlie exhibited exceptional leadership skills, earning a promotion to Sergeant and assuming the responsibility of leading a squad, a testament to his competence and capabilities under challenging circumstances. Transitioning to the National Guard, Charlie further honed his leadership acumen, being promoted to Sergeant First Class and serving as Detachment Commander for the 1175th Military Police Company, demonstrating exemplary leadership and organizational prowess. He retired from the U.S. Army in 2022.
Charlie began his law enforcement career in 2005, working for the Crawford County, MO Sheriff’s Office. In 2008, he began his career with the Franklin County, MO Sheriff’s Office. Since that time, Charlie has been a Patrol Deputy, DARE Officer, Public Relations Coordinator for the Sheriff, SWAT Operator, and Detective. Charlie was eventually promoted to Detective Sergeant, where he currently specializes in crimes against children, sexual assault investigations, homicides, and other felonies. He is also a member of the Major Case Squad of Greater St. Louis.
Charlie has garnered numerous accolades and awards. Noteworthy recognitions include multiple Army Commendation and Achievement Medals, Patrol Deputy of the Year (2012), John McAtee Award (2012), Deputy of the Year (2013), MADD Award (2014), Missouri Sheriff’s Association Deputy of the Year (2017), VFW Appreciation Award (2017), CIT Award of Excellence (2017 and 2019), and the recent honor of CAC Law Enforcement Officer of the Year (2023).
Officer Phil Holmes retired after 31 years of service as a law enforcement officer. Phil earned a Bachelor of Science Degree in Criminal Justice from Missouri Baptist University, in St. Louis, MO. He initially began his career with the Elko County Sheriff's Department after being Honorably Discharged from the United States Marines after serving for four years. After serving with Elko County, Phil became an Officer with the Nevada State Highway Patrol, where became certified in Standard Field Sobriety Testing (SFST). Phil was then hired at St. Peters, MO Police Department, where he retired after 22 years of service.
During Phil's career with St. Peters PD, he was assigned as a Road Patrol Officer, Swat Team Member, DARE Officer, and Traffic Unit investigating vehicle crashes, as well as DWI Offenses for 15 years.
Phil is a POST Certified Generalist Instructor, with Instructor Certifications in OC / Pepper Spray, ASP Baton / Handcuffing / Flashlight, Taser, and Defensive Tactics.
Alexis Jackson is currently a certified Paramedic for the St. Charles County Ambulance District, where she has worked since 2018. Alexis started her career in Emergency Services as a Firefighter Explorer in 2009 for the Warrenton Fire Protection District. In 2013, Alexis attended the Warrenton Fire Protection District Fire Academy, where she served as a Volunteer Firefighter until 2017. Alexis continues to maintain her training and certification as a certified Firefighter.
Alexis was an Emergency Services Dispatcher/Supervisor for Warren County Joint Communications from 2013-2019 and Police Dispatcher for the Ballwin Police Department from 2018-2019.
While working full-time, Alexis attended and graduated from the St. Charles County Ambulance District Emergency Medical Technician (EMT) school in 2016 and St. Charles County Ambulance District Paramedic school in 2018. Alexis also attended and graduated from Lindenwood University with a Bachelor of Science Degree in Fire and Paramedic Science in 2018.
Detective Dean Jackson began his career in 2015 working for the Warren County, MO Sheriff’s Department as a Patrol Deputy. Det. Jackson was quickly selected for the position of detective, where he has investigated numerous felony cases including homicide, financial crimes, sex crimes, arson, burglary, and identity theft. Det. Jackson has conducted multiple, national investigations involving several federal agencies which were prosecuted in federal indictments. As a detective, he has interviewed multiple suspects. He is an Investigator on the Major Case Squad of Greater St. Louis and conducts applicant background investigations for agency employment.
In addition to his detective responsibilities, Det. Jackson is a part-time supervisor for the Patrol Division, Field Training Officer (FTO), and STAR Team (SWAT) member. In 2018, Det. Jackson was selected to be the Deputy Coroner for Warren County, where he was responsible for all basic death investigations to include all manners of death. In 2022, Det. Jackson was appointed as Coroner for Warren County, adding the additional responsibilities of all administrative duties, and signing death certificates through Missouri Electronic Vital Records (MoEVR) system.
Det. Jackson received his Bachelor of Arts Degree in Criminal Justice from Iowa State University in August 2011.
Deputy Victoria “Vickie” Jones has over a decade of dedicated service in law enforcement. Her journey began as a Court Security Marshal with the St. Charles County, MO Court, where she honed her skills operating metal detectors, hand wands, and x-ray machines to ensure the safety of courthouse personnel and visitors. This included physical searches of persons and their items for weapons and dangerous items as well as searches of the courts.
After five years in this role, Vickie transitioned to become a Deputy for the St. Charles County, MO Sheriff's Department, where she continues to uphold the highest standards of security and professionalism. In her current position, Vickie is entrusted with various responsibilities, including providing security in the courtroom and safeguarding prisoners during hospital visits. She also performs the duties of civil process server and Field Training Officer (FTO).
Vickie’s commitment to ongoing training is evident in her extensive list of certifications, which include crisis intervention, tactical communication, de-escalation, Multi-Assault Counter Terrorism Action Capabilities (MACTAC), Glock Instructor, Shotgun armorer, Glock armorer, and Range instructor. She obtained her Bachelor of Arts Degree in Criminal Justice Administration from Lindenwood University.
Vickie is extremely active in Special Olympics of Missouri, whose goal of “through programming in sports, health, education, and community building, Special Olympics is tackling the inactivity, stigma, isolation, and injustice that people with intellectual disabilities (ID) face.”
Chelsea Kincaid recently started with the Missouri State Highway Patrol as Troop C Trainer and Auditor. She recently served 15 years with the O’Fallon, MO Police Department. She started her career in 2007 as a Confinement Officer, In 2009, Chelsea was selected for the role of Communications Officer. In 2013, Chelsea was selected to fulfill the duties of the Criminal Investigation Section (CIS) Clerk. Among many of her tasks, she aided detectives with intelligence gathering by searching law enforcement-only records databases, open-source records databases, social media sites, etc.
Chelsea was also the department’s Terminal Agency Coordinator (TAC), where she ensured all users of the Missouri Uniform Law Enforcement Systems (MULES) were valid in training and the department was following all Criminal Justice Information Systems (CJIS) policies.
In 2019, Chelsea took on the additional role of Crime Analyst in conjunction with her CIS duties. She created weekly, activity reports of all officer-initiated activities and calls for service; produced end-of-year reports analyzing calls for service, emergency, and non-emergency calls by sectors, and the amount of officer activity for the year; responded to requests from different City departments for statistical data; tracked crime trends, worked with other local agencies to ensure pertinent information was disseminated to deter and solve crimes, and participated with other crime analysts in creating an online multi-jurisdictional GIS crime map. She also generated traffic crash reports searching for trends and contributing factors.
Chelsea attained an Associate's Degree in Applied Science in Criminal Justice from Sanford Brown College, St. Peters, MO. She was awarded the 2011 Dispatcher of the Year for the State of Missouri for her outstanding performance as a Communications Officer. She also received recognition as O’Fallon Police Department Employee of the Month in March 2012 and November 2013. Chelsea also currently works part-time as a Medicolegal Death Investigator for the Regional Medical Examiner’s Office which serves Franklin, Jefferson, and St. Charles Counties as well as Instructor/Manager of Office Operations for Vista Law Enforcement Training and Consulting, LLC.
Detective Lieutenant Jillian McCoy has over 12 years of law enforcement experience. She spent one year as a Patrol Officer with Northwoods (MO) Police Department and has served with the Webster Groves (MO) Police Department for the past 11 years. During this time, Jillian served as a Patrol Officer, Traffic Officer, and Detective. She was promoted to the rank of Detective Sergeant in 2020 and then to Detective Lieutenant over Criminal Investigations and Support Services in 2021. From January through April 2022, she served as Acting Captain over the Criminal Investigations and Support Division. Jillian is also currently the Evidence Custodian and Public Information Officer (PIO) for her department.
Jillian is an active member of the Major Case Squad of St. Louis and currently holds the position of Supervisor/Deputy Report Writer, where she has managed numerous homicide investigations. She has received multiple awards from her department as well as from the Major Case Squad for successful investigative efforts. In addition to homicide investigations, she specializes in child abuse investigations. Jillian is currently a member of the International Association of Chiefs of Police and Law Enforcement Officials of Greater St. Louis.
Jillian earned a Master of Arts Degree in Management and Leadership from Webster University, and a Bachelor of Science in Criminology and Criminal Justice from the University of Missouri St. Louis. She graduated from the Northwestern University Executive Management program in 2020 and recently completed the FBI-LEEDS program in September 2022. Jillian attended the Missouri Police Chiefs Association Command College and graduated in April 2023. Jillian graduated from the Federal Bureau of Investigation (FBI) National Academy (N/A) in 2024.
Erica Mpoy currently serves as Assistant Professor of Forensic Science for St. Louis University (SLU). She teaches courses in Introduction to Forensic Science, Forensic Biology, and Crime Scene Investigation as well as teaches laboratory courses in Forensic Biology and Crime Scene Investigation. These courses cover a variety of topics including crime scene processing, DNA analysis, firearms, and fingerprints.
Erica began her career in August 2009 as an Intern with the St. Louis Metropolitan Police Department Crime Laboratory. In October 2010, she was selected for the position of Criminalist I. Responsibilities included responding to crime scenes to process evidence from homicides, rapes, assaults, and other serious crimes; completing detailed reports; and testifying in court proceedings. From June 2011 until December 2021, Erica served as Criminalist II.
Erica graduated in May 2010 with a Master of Forensic Science Degree, with Criminalistics Concentration and an Advanced Investigation Certificate from Henry C. Lee College of Criminal Justice and Forensic Sciences, University of New Haven, CT. Erica graduated in December 2007 with a Bachelor of Science in Biology, with Minors in Chemistry and Criminal Justice from the University of Missouri Kansas City.
Erica has attended numerous professional seminars and workshops since 2009 related to the field of forensic science and criminal justice. Erica is an Associate Member of the American Academy of Forensic Sciences (AAFS) and an Associate Member of the Midwestern Association of Forensic Scientists (MAFS).
Detective Laura Nehring retired from the St. Louis County Police Department after 30 years of service. During her career, she was a detective for over 25 years, assigned to the Bureau of Crimes Against Persons and the Intelligence Unit. She has conducted numerous criminal investigations involving sexual assault, homicide, robbery, missing persons, and white-collar crimes.
Laura earned a Bachelor of Science Degree in Criminal Justice Management and Institutional Security. During her career, she has provided instruction at the St. Louis County and Municipal Police Academy for over 10 years in the areas of Sexual Assault, Missing Persons, and Interview and Interrogation Techniques. During her tenure as a law enforcement investigator, she worked on several multi-jurisdictional task force investigations with local area police departments, as well as the federal government. Laura was also a member of the St. Louis Area Major Case Squad and has assisted on numerous homicide investigations while assigned to this unit.
During her law enforcement career, Laura received two St. Louis County Police Chief Commendations and three Distinguished Service Awards from the US Attorney’s Office for the Eastern District of Missouri.
T. Daniel Penrod is an accomplished law enforcement professional with a career spanning 25 years, showcasing an unwavering commitment to public safety and community service. His extensive experience includes dedicated service in the City of St. Charles Police Department, City of Union Police Department, and currently, with the Gerald Police Department.
Throughout his career, Dan has been a cornerstone in the field of DWI and traffic enforcement, displaying exemplary skills and leadership. His contributions have been consistently recognized through numerous accolades, including Officer of the Year awards and commendations from organizations like Mothers Against Drunk Driving (MADD). Daniel's expertise extends to training and education, where he played a pivotal role as a Field Training Officer, significantly enhancing training protocols at the City of Union Police Department.
Dan's commitment to professional development is evident through his involvement as an instructor in various institutions in Missouri and Illinois. He has been instrumental in teaching specialized courses like Advanced Roadside Impairment Driving Enforcement (A.R.I.D.E.), Drug Impairment Training for Education Professionals (D.I.T.E.P.), and Standardized Field Sobriety Testing (SFST) practitioner classes.
Before venturing into law enforcement, Dan made significant contributions to Emergency Medical Services as an Emergency Medical Technician/Paramedic for nine years. His dedication led to numerous clinical save awards, showcasing his exceptional skills in emergency medical care. He was also a primary instructor, imparting vital first responder training to members of the carpenter and floor layers union in St. Louis, Missouri.
Dan's commitment to ongoing learning and skill development is evident through his extensive specialized training history. He regularly attends DWI/Traffic Safety and DRE Recertification Conferences, IACP/DRE Conferences, and various other training programs. His pursuit of excellence is further highlighted by certifications as a Drug Recognition Expert (DRE) and Standardized Field Sobriety Testing (SFST) instructor.
Currently serving at the Gerald Police Department since 2022, Dan continues to exemplify the highest standards of law enforcement, combining his expertise, dedication, and passion for public safety to positively impact his community.
Interim Police Chief Gregory Perks (Retired) served our Country in the United States Marine Corps Reserves from 1994 - 2002, attaining the rank of Sergeant/Squad Leader. He was granted an Honorable Discharge after receiving three Navy Achievement and two Selective Marine Corps Reserve Medals.
Greg started his law enforcement career in 1997 with the Webster Groves Police Department as a Patrol Officer. He served in the roles of the Community Orienting Policing Unit, School Resource Officer, Motor Officer, Firearms Instructor, and Field Training Officer.
From November 2006 - May 2014, Greg served as Patrol Sergeant. In May 2014, he was promoted to the rank of Lieutenant, where he served as Platoon Commander responsible for leading and managing sergeants and patrol officers.
In January 2018, Greg was promoted to the rank of Captain, Division of Investigations and Support Services Commander. As Captain, he was responsible for directing, planning, and coordinating the Community Services Unit, Prisoner Transport Unit, Records Unit, Criminal Investigations Unit, School Resource Officers Unit, Traffic Unit, and Reserve Officers. Greg also managed department budgeting, preparation, and implementation; the department's Custodian of Records; and responsible for the department's emergency and special event management.
In January 2024, Greg was appointed to serve as his agency's Interim Police Chief until his retirement in June 2024.
Greg is the recipient of two Certificates of Merit and nine Letters of Recognition to include the 2005 Webster Groves Police Officer of the Year.

Anthony “Tony” Piwowarczyk is a distinguished professional with a robust background in law enforcement, specializing in fire and explosives investigations. He started his career with the St. Louis County Police Department in 1982 until being selected by Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in 1987. He has earned recognition for his exemplary service as a Senior Special Agent, with a career spanning over three decades.
His contributions to the field are marked by various roles, including Certified Fire Investigator (CFI) and Certified Explosive Specialist (CES). A significant chapter in Tony's career unfolded as part of the National Response Team, where he played a pivotal role from 1997 to 2011. His involvement in high-profile cases and disaster responses showcase his expertise in managing critical situations. From 1989-1996, he was a member of the ATF's SWAT team.
Throughout his career, Tony garnered several certifications that underscore his specialization in fire and explosives investigations. Notably, he became ATF Certified Fire Investigator (CFI) in October 2003 and ATF Certified Explosive Specialist (CES) in February 1998. His commitment to excellence is further demonstrated by obtaining State of Missouri Certified Fire Investigator status in July 1989. Tony holds a Bachelor of Science degree in Administration of Justice from Rockhurst University, where he graduated Magna Cum Laude in 1982.
Beyond his investigative roles, Tony has made significant contributions as an instructor, sharing his wealth of knowledge with fellow law enforcement professionals. He has taught various courses on fire scene investigations, explosives disposal techniques, and related topics. He actively contributed to the development of courses, such as the ATF Advanced Explosives Disposal Techniques Workshop. Tony was an instructor for the two-week Explosives and Post Blast Investigation course at the International Law Enforcement Academy (ILEA) in Bangkok, Thailand on 7 different occasions.
Tony is an active member of several professional organizations, including the International Association of Arson Investigators (IAAI), the International Association of Special Investigative Units, the Missouri Chapter of IAAI, and the Professional Fire and Fraud Investigators Association.
Tony's dedication and outstanding service have been acknowledged through numerous awards, including the Department of the Treasury/Justice - ATF Special Act or Service Award and the United States Attorney Distinguished Service Award. His commitment to public safety was also recognized with the Excellence in Government Award in the Public Safety Team category by the Federal Executive Board.
Tony's legacy extends beyond his impressive career, marked by his active involvement in over 280 multi-day fire scene examinations, including 37 ATF National Response Team activations. His commitment to continuous learning is evident in the extensive list of certifications and over 850 hours of additional instruction in various law enforcement topics.
Tony is currently our Lead Consultant Manager, where he leads, assigns, and investigates all our consultation cases. He is also a certified pistol and rifle instructor, where he provides training to multiple attendees on the safety and skills of firearms instruction.
Phil Priest is currently a Certified Firefighter/Paramedic for the St. Charles City Fire Department. He initially received his certifications as an Emergency Medical Technician-B (EMT-B), Acquired Advanced Cardiac Life Support, Acquired Pre-Hospital Trauma Life Support, Pediatric Advanced Life Support, and Paramedic Certifications between 2004-2007. Phil also received additional certification as a Flight Paramedic.
In 2021, Phil attended training and became a Certified Fire/Arson Investigator through the Missouri Department of Public Safety - Division of Fire Safety. Prior to his current position with the St. Charles City Fire Department, Phil was employed by DePaul Hospital as a Paramedic, Air Evac Lifeteam as a Flight Paramedic and the Lincoln County, MO Ambulance District.
Phil maintains his certifications through recurrent training and education programs through the St. Charles City Fire Department. Phil holds certifications in Hazmat Awareness and Operations, Incident Command, National Incident Command Systems, and is a Swift Water Rescue Technician.
Captain Chad Rackers' educational background includes a Bachelor of Science Degree in Accounting from Maryville University, a Master of Arts Degree in Criminal Justice Administration, and a Master of Arts degree in Counseling from Lindenwood University, in St. Charles, MO. Chad's law enforcement experience includes 23 years as a police officer, including 6 years with the Jennings, MO Police Department, and 17 years with St. John, MO Police Department. Chad served as a Road Patrol Officer, Mobile Reserve Officer, Narcotics Detective, Juvenile and Sex Crimes Investigator, and a School Resource Officer, before his promotion to sergeant.
Upon being promoted, Chad was assigned as a Road Patrol Supervisor and was later assigned as an Administrative Sergeant. Chad ultimately rose through the ranks, finally achieving the rank of captain, serving in the position of Assistant Chief of Police. Chad's law enforcement training includes attending the 40-hour Crisis Intervention (CIT) Training Program, being certified as a MACTAC (Multi-Assault Counter-Terrorism Action Capabilities) Instructor, as well as attending the FBI LEEDA course. Chad is also a certified Level II Associate Alcohol and Drug Counselor (MAADC II) by the State of Missouri Credentialing Board.
Chad has also been trained in tactical de-escalation techniques, police-community relations, and various human behavioral patterns as part of his CIT and certified counselor training. In addition, Chad has received extensive training in criminal investigations, police officer survival, and various police and supervisory training programs.
With Chad's formal education with a Master's Degree in Counseling, as well as being trained as an Associate Certified Alcohol and Drug Counselor, he provides first responder self-help training through the Vista Law Enforcement Training and Consulting, LLC's After the Trauma: Officer Self-Help Training program. He has assisted numerous first responders in areas of both physical and mental health, where he brings a human element to the personal issues affecting first responder personnel and their families.
Sanda Smajlovic-Gunn is currently the Vice President of Operations for Vista Counseling, LLC where she manages all the daily, logistical responsibilities of the business. Sanda earned two Bachelor's Degrees from St. Louis University in Sociology and Criminal Justice, graduating in 2008. Sanda graduated in January 2023 with her Master's Degree in Counseling from Lindenwood University, in St. Charles, MO.
Sanda was certified as an EMT (Emergency Medical Technician) from St. Louis Community College (Meramec Campus) in 2005, where she was employed as an Emergency Room Technician at St. Anthony's Hospital in St. Louis, MO. Sanda graduated from the St. Louis County and Municipal Police Academy in June 2009 and served as a Police Officer for the Chesterfield, MO Police Department for 11 years.
During her career, she was assigned as a CIT (Crisis Intervention Training) Officer, a School Resource Officer, and a DARE (Drug Abuse Resistance Education) Officer. While assigned as a police officer, Sanda's desire was to become more involved in the emotional and physical well-being of first responders, including treating those with Post-Traumatic Stress Disorder (PTSD).
In 2020, Sanda became the Assistant Director of Public Safety at Maryville University, in St. Louis, MO, where she managed the Public Safety Officers, the Critical Incident Management Team, and the Maryville Campus Emergency and Disaster Preparedness Program. In November of 2022, Sanda left to work full-time with Vista Counseling, LLC.
Sanda is currently an instructor for Vista Law Enforcement Training and Consulting, LLC in the After the Trauma: Officer Self-Help Training Program. Sanda works closely with Captain Chad Rackers (Ret.) in the After the Trauma Training Programs as well as at Vista Counseling, LLC, where they present and counsel regularly to police officers, other emergency responders, and their families on recognizing the stressors associated with their professions.
Sergeant Jason Smith is a seasoned law enforcement professional with a rich background encompassing various roles within both the public and private sectors. Beginning as a Patrol Officer in April 2013, Jason has steadily climbed the ranks within the Wentzville Police Department, demonstrating exceptional leadership and dedication to public safety. From 2014-2021, Jason served on the St. Charles County Regional SWAT as a Tactical Operator/Sniper.
In August 2022, Jason was promoted to the role of Patrol Corporal, where he provided first-line supervision to a team of officers, working closely with departmental leadership to coordinate responses to emergencies and ensure effective patrol activities. Continuing his upward trajectory, Jason assumed the position of Patrol Sergeant in April 2023. His responsibilities include ensuring the efficient delivery of law enforcement services, conducting performance evaluations, providing guidance and support to officers, and maintaining public safety within the community.
Outside of his duties at the Wentzville Police Department, Jason has also contributed significantly to the field of law enforcement as an Instructor at the Eastern Missouri Police Academy since October 2015. He plays a crucial role in training new recruits in various aspects of police work, demonstrating his commitment to the development and education of future law enforcement professionals.
Prior to his law enforcement career, Jason gained valuable experience in the private sector, working in roles such as Lightspeed Testing Engineer and Network Administrator at Amdocs, and Production Manager and Network Administrator at Masterclock, Inc.
Jason holds a Bachelor of Science degree in Information Technology from Lindenwood University and is certified in various areas including Counter Ambush Assault Instructor, Field Force Operations Instructor, Drone Pilot, and Pepperball/Less Lethal Instruction, among others.
Sarah Strifler is currently pursuing a bachelor’s degree in Criminal Justice with a minor in Child Advocacy at the University of Missouri–Saint Louis (UMSL). She holds an associate’s degree in General Transfer Studies from Saint Louis Community College, where she graduated Magna Cum Laude and was inducted into the Phi Theta Kappa Honors Society.
In addition to her academic accomplishments, Sarah is certified in CPR/AED/First Aid and holds a Substitute Teaching Certificate.
Driven by a passion for criminal justice, Sarah joined Vista Law Enforcement Training and Consulting, LLC as an intern in January 2024. During her internship, she gained valuable hands-on experience in law enforcement training and development. Upon completing her internship in May 2024, Sarah was hired as a Business Coordinator, where she supports administrative tasks and continues to assist the intern program with de-escalation, defensive driving, and other training courses.

Michael Tarticchio is the Chief Medicolegal Death Investigator for the St. Louis County, Missouri Medical Examiner’s Office. With a background in multiple disciplines, Michael brings expertise in death investigations, emergency medical services, law enforcement, and military service. He is a current Diplomate with the American Board of Medicolegal Death Investigators (D-ABMDI) and an active member of the Society of Medicolegal Death Investigators (SOMDI).
Michael served four years in the United States Marine Corps with two meritorious promotions. He was deployed throughout Iraq in 2004 and held multiple leadership roles. Michael won the Marine Corps Air Bases East Meritorious Sergeant Promotion Board, was awarded the Marine of the Quarter (4th Qtr. 2002), and was meritoriously promoted upon graduation from boot camp. Michael was later honorably discharged at the rank of Sergeant (E-5).
Michael served four years with the Morrow Police Department as a Georgia POST-certified Police Officer. He was a Field Training Officer (FTO), nominated for Officer of the Year (2009), and awarded Officer of the Quarter (1st Qtr. 2009).
Michael graduated from the IHM Academy of EMS Paramedic Program in 2015. He is certified in advanced cardiac life support (ACLS), pediatric advanced life support (PALS), and international trauma life support (ITLS). While obtaining this certification, Michael maintained a 4.0 GPA throughout EMT and paramedic training, completing 700 hours of clinical rotations while working over 40 hours per week.
During his career, Michael has conducted over 7,300 death investigations, including over 300 field investigations. He has supervised over 1,100 death investigations. Michael’s skills include representing St. Louis County at the FEMA/FBI Integrated Emergency Management Course, testifying in court for high-profile cases, and being well-versed in crime scene photography, evidence collection, and report preparation.
Michael is a certified Bloodstain Pattern Analyst through the International Association for Identification, a member of the International Association of Bloodstain Pattern Analysts, and has completed multiple POST-certified courses in death scene investigations, crime scene processing, and photography.
Dr. Tersigni-Tarrant, who is currently on staff at St. Louis University, earned both Doctorate of Philosophy and Master of Arts Degrees in Anthropology from the University of Tennessee-Knoxville. Dr. Tersigni-Tarrant also earned Bachelor of Science Degrees in both Anthropology and Microbiology from Michigan State University. She is also a Diplomate on the American Board of Forensic Anthropology (Diplomate Number 98).
Dr. Tersigni-Tarrant's positions at St. Louis University include the Director of Morgue and Human Anatomy Lab Operations, Associate Professor of Anatomy, Adjunct Associate Professor in both the Department of Pathology and the Center for Anatomical Science and Education, and the Co-Director of Forensic Education in the Department of Anthropology. In addition, Dr. Tersigni-Tarrant is the Co-Director of Forensic Education for the Medicolegal Death Investigation Training Courses, sponsored by St. Louis University, in which a wide variety of law enforcement officers and investigators, and medical and legal professionals are trained in the areas of death investigations.
In addition to St. Louis University, Dr. Tersigni-Tarrant had been part of the faculty and instructional staff at the University of Georgia, Philadelphia College of Osteopathic Medicine, the University of Cincinnati, the University of West Florida, and Pellissippi State Technical Community College. She was also a faculty member and Co-Coordinator of the Federal Bureau of Investigation (FBI) Human Remains Recovery School at the University of Tennessee-Knoxville.
Dr. Tersigni-Tarrant's professional experience includes being a Forensic Anthropologist and Histology Case Manager for the Joint POW-MIA Accounting Command-Central Identification Laboratory, Forensic Anthropologist for the Georgia Bureau of Investigation, the St. Louis City Medical Examiner's Office, the Missouri Disaster Response System, and the United States Department of Defense. Dr. Tersigni-Tarrant also provides forensic consulting services to law enforcement agencies and legal entities, which includes expert witness consulting and testimony, and assisting in the preparation of investigative reports for law enforcement agencies and the legal process.
Lieutenant Amy Tippett started her law enforcement career in 2000, working in Corrections/Jail. After attending and graduating from the police academy while working in Corrections, she was promoted to Patrol Deputy. In 2003, Amy was promoted to the rank of Sergeant. In 2016, she was promoted to the rank of Lieutenant.
Over her 22-year career, Amy has fulfilled the roles of Patrol Deputy, School Resource Officer (SRO), and is currently assigned to the Criminal Investigations Division. Over the last several years, Amy was responsible for the Lincoln County Sheriff's Office Victim Services Unit, which included a Domestic Violence Detective, a Sex Offender Detective and Registrar, and two Crime Scene/Evidence Technicians.
Amy has been trained in tactical de-escalation techniques, police-community relations, and various human behavioral patterns as part of her certified counselor training. She provides first responder self-help training through the Vista Law Enforcement Training and Consulting, LLC's After the Trauma: Officer Self-Help Training program. Amy has assisted first responders in areas of both physical and mental health, where she brings a human element to the personal issues affecting first responder personnel and their families.
Amy received a Bachelor of Science in Criminal Justice from the University of Missouri St. Louis (UMSL) in 2000. She received a Master of Arts in Counseling from Missouri Baptist University, St. Louis , MO in 2013 then becoming a Licensed Professional Counselor (LPC).
Dr. Lindsay Trammell is a Board Certified Forensic Anthropologist with the St. Louis County Office of the Medical Examiner. She concurrently works as a Medicolegal Death Investigator for that same institution and has Diplomate status with the American Board of Medicolegal Death Investigators. Dr. Trammell additionally serves as the Forensic Anthropologist for the Franklin, Jefferson, and St. Charles County Medical Examiner's Offices, and provides consultation services to surrounding Missouri and Illinois County Coroner's Offices, where she is responsible for the recovery, analysis, and identification of decomposed or skeletal remains in law enforcement investigations.
Dr. Trammell received both her Master's and Ph.D. in Anthropology at the University of Tennessee in Knoxville, Tennessee. Her professional experience includes being a Forensic Death Investigator for the Pima County, AZ Medical Examiner's Office, where she was responsible for on-scene death investigations, death scene documentation, positive identification of decedents/victims, and in-depth forensic anthropological analysis. Dr. Trammell was also a Cold Case Crime Analyst for the Knox County, TN Sheriff's Office, where she created and maintained written and digital databases for homicide and sexual assault cases, and assisted in the organization of the East Tennessee Area Cold Case Unit Regional Task Force.
Alyson is a driven and ambitious student at Saint Louis University (SLU), currently immersed in the pursuit of a bachelor's degree in criminal justice. However, her aspirations extend beyond the confines of a single discipline, as she envisions her academic journey culminating in a master's degree in business administration. Alyson's academic journey has been marked by exceptional achievements, beginning with her early foray into higher education through the Early College Program. This innovative initiative allowed her to attend Saint Louis Community College while still in high school, where she earned her associate's degree. Her outstanding academic performance led to her graduating Summa Cum Laude, a testament to her dedication and intellectual prowess.
During her time at Saint Louis Community College, Alyson actively engaged in extracurricular activities that showcased her leadership qualities. She served as the President of Volunteers of Wildwood, demonstrating a commitment to community service and making a positive impact beyond the academic realm. Additionally, Alyson's academic excellence was acknowledged through her membership in the prestigious Phi Theta Kappa Honors Society.
In December of 2023, Alyson achieved another milestone by graduating from Vista Law Enforcement Training and Consulting, LLC’s internship program, where she dedicated over 100 hours to our company. Her exemplary performance during the internship earned her a promotion to the role of Scheduling Intern Coordinator for the program, highlighting her organizational skills and ability to take on responsibilities in a professional setting.
Sergeant Martinous "Marty" Walls retired from the St. Louis Metropolitan Police Department after 21 years of service. In addition, he served for 4 years in the United States Army and was deployed as a part of Operation Desert Storm. Marty served an additional two years in the Missouri National Guard and received an Honorable Discharge upon completion of his service to our Country.
Marty's educational background includes a Master of Arts Degree in Organizational Security Management, and a Bachelor of Arts Degree in Business Management, both from Webster University, in St. Louis, MO. Marty is a graduate of the St. Louis Metropolitan Police Department Academy and has held various positions within the Department, including 15 years of investigative experience, and 7 years of supervisory experience as a Sergeant within the Bureau of Crimes Against Persons, Homicide Unit.
Marty was also assigned as an Adjunct Instructor at the St. Louis City Police Academy, training numerous veteran law enforcement officers. He is also a Certified Instructor for Fair and Impartial Policing, with over hundred's of hours of presenting subject-related material. Currently, as a Security Investigator with the Ameren Corporation, he co-facilitates quarterly training on Diversity, Equity, and Inclusion at the Ameren Missouri Corporate Headquarters.
Robert Ward began his journey in martial arts at the age of 18, starting with Tae Kwon Do. Over the years, he has acquired extensive training and instruction experience in various martial arts and self-defense disciplines. His qualifications and achievements include:
- 2nd Degree Black Belt in Tae Kwon Do (1977)
- 10th Degree Black Belt in Bushido Karate (1988)
- Boxing and Kickboxing (since 1981)
- Filipino Kali Stick and Knife Fighting (since 1988)
- Brazilian Jiu Jitsu (since 2005)
- Mixed Martial Arts (since 2006)
Robert has been the owner and chief instructor of Sullivan Athletic Club since 1992, where he continues to teach Bushido Karate, Boxing, Kickboxing, Brazilian Jiu Jitsu, and Weight Training.
In addition to his martial arts career, Robert worked for the Missouri Department of Corrections at MECC Pacific from 1996 to 2006. His roles included Recreation Officer, Case Manager, E Squad Field Commander/Trainer, C-STAR Assistant Team Leader/Trainer, Self-Defense Instructor, Chemical Agent Instructor, Firearms Instructor, PR-24 Instructor, and High-Risk Escort Training Instructor. He also served as a Case Manager and CERT member at the Missouri Department of Corrections PCC Potosi, MO, until December 2023.
Robert holds an Associate of Arts degree in Physical Education & Recreation from ECC Union, MO, and a Bachelor of Science degree in Community Recreation & Resource Management from SMSU Springfield, MO.
Sergeant Byron "Sarge" Watson retired after 35 years of service with both the St. Louis Community College Campus Police and the St. Louis County Police Department. Byron earned a Bachelor of Science Degree in Business Management from the University of Phoenix. Byron was Certified by the State of Missouri POST as a Generalist Instructor in 2015, and has instructed courses on Ethics at the St. Louis County and Municipal Police Academy.
Byron was also an instructor in Report Writing Techniques while a Police Officer with the St. Louis Community College Campus Police. Byron is Certified in Crisis Intervention Training (CIT) as well as a DARE (Drug Abuse Resistance Education) Instructor. In Byron's 28 years with the St. Louis County Police Department, he served as a Road Patrol Officer, a DARE Officer, and Police Academy Instructor, until being promoted to the Rank of Sergeant. After Byron retired, he became an ordained Minister, and currently serves as a Police Chaplain for the St. Louis County Police Department. Byron's generosity is displayed by his work with Shriner's Hospital's for Children, where he volunteers his time helping children with disabilities.
Byron is an important part of Vista Law Enforcement Training and Consulting, LLC, serving in the roles of a Law Enforcement Instructor and Role Player. He is also our company Chaplain and Spiritual Services provider.
Derrick Whitecotton earned a Bachelor of Science Degree in Cybersecurity (graduating Summa Cum Laude) from Lindenwood University in St. Charles, MO. Derrick's primary position at Charter Communication is to monitor major computer systems for signs of outside infiltration, illicit software, or computer programs that could disable the Charter Computer Infrastructure.
Derrick initially began with Vista Law Enforcement Training and Consulting, LLC as a role player in the Basic and Advanced Report Writing, and the Basic and Advanced Interview and Interrogation Training Programs. Derrick also assisted with the critique of law enforcement officers during the role-play scenarios and assisted in the review of investigative reports.
After graduating with his degree in Cybersecurity, Derrick was assigned as an instructor to assist officers and detectives in the recognition of illicit software programs, and the examination of computer systems for unwanted programs or signs of illegal criminal activity.
With the increased use of computers throughout government, corporations and personal computer systems, Derrick provides valuable instruction in the protection of personal computers through major government and corporate computer systems, in teaching course participants to recognize all signs of illegal criminal computer activity. Derrick also provides Information Technology (IT) and Cybersecurity services for our company website and other hardware/software.
Tabitha Wilson started her career with the Lincoln County (MO) Sheriff’s Office in 2008 as an intern during her undergraduate work. In 2011, she was hired as a Crime Scene and Evidence Technician. Over the last 12 years, Tabitha has photographed, processed, and seized evidence from 100s of crime scenes, including homicides, suspicious, deaths, other violent crimes, as well as property crimes. She is also responsible for the Evidence and Property Room, where 1,000s of items seized are received and maintained.
Tabitha is a Certified Property & Evidence Specialist through the International Association of Property & Evidence Management (IAPE). She has over 800 hours of law enforcement continuing education hours, with 100s of hours in Practical Crime Scene Photography & Scene Processing, Hands-On Fingerprint Recovery, Forensic Digital Photography, First Responder to Death, Injury, & Sexual Violence Scene, Crime Scene-Phase I & II, and Advanced Crime Scene Investigations. In 2022, Tabitha completed the Instructor Development course and later received a Missouri POST Specialist certification to instruct first responders in crime scene processing and evidence/property management.
Tabitha attained a Bachelor of Science Degree in Criminal Justice from the University of Central Missouri in 2009 with Magna Cum Laude honors. She also achieved a Master of Science Degree in Criminal Justice Administration from Lindenwood University graduating in 2013 with a 4.0 GPA.
