In 1990, while serving as a full-time instructor at the St. Louis County and Municipal Police Academy, Detective Gary M. Fourtney (Ret.) discovered a true calling—delivering high-quality training and education to both police recruits and seasoned law enforcement professionals. His passion for mentoring and equipping others with the skills to serve effectively became a constant thread throughout his career, both in active service and into retirement.
After 30 years with the St. Louis County Police Department, Gary retired with a vision: to continue providing exceptional, practical, and affordable training. Drawing on his formal education, extensive investigative experience, and proven instructional expertise, he founded Vista Law Enforcement Training and Consulting, LLC in January 2011.
What began with a single certified course and one instructor has grown into a respected organization offering more than 125 POST-approved and certified courses, led by a team of over 50 highly qualified instructors. Today, Vista proudly serves public safety, legal, and corporate/nonprofit sectors, professional training, consulting expertise, polygraph exams, background investigations, and wellness services – delivered with quality and at an affordable price.

Detective Gary M. Fourtney retired after 30 years of distinguished service with the St. Louis County, Missouri, Police Department. His formal education includes a Certificate of Specialization in Business Administration from St. Louis Community College, as well as a Bachelor of Arts degree in Management and Business Administration and a Master of Arts degree in Business from Webster University.
At Vista Law Enforcement Training and Consulting, LLC, Gary oversees all consulting services for law enforcement agencies, legal entities, and private corporations. He also develops Missouri Peace Officer Standards and Training (POST) programs, ensuring that training meets the highest professional standards.
During his law enforcement career, Gary served as a detective for more than 24 years, including 14 years in the Bureau of Crimes Against Persons, Homicide Unit, and 7 years in the Bureau of Drug Enforcement, assigned to the DEA Task Force in both Tactical Intelligence and Financial Crimes (Money Laundering). He began his investigative career in the Burglary Unit in 1983.
Gary is a certified death investigator through St. Louis University’s Medical Death Investigator’s Training School and has attended eight Master's Conferences for Advanced Death Investigations. For over 31 years, he has been a faculty member at St. Louis University’s School of Medicine, teaching The Role of the Homicide Detective in Forensic Death Investigations.
He is also a graduate of the DEA’s Narcotics Investigators Training School in Quantico, VA, and has extensive training in undercover drug operations, active shooter/critical incident response (ALERRT), and multiple law enforcement specialties. Gary holds a Missouri POST Generalist Instructor certification and numerous specialist instructor credentials, including Firearms (handgun, shotgun, patrol rifle), Semi-Automatic Weapons Armorer, Chemical Munitions, Defensive Tactics, and Defensive Driving (FLETC-certified).
Gary has been an instructor at the St. Louis County and Municipal Police Academy for over three decades, teaching criminal law, juvenile law, defensive driving, and investigative techniques to both recruits and veteran officers. He has also delivered training nationwide to law enforcement agencies and training institutions.
Currently, Gary serves as an Adjunct Professor of Criminal Justice and Criminology at St. Louis Community College, teaching Criminal Investigation, Introduction to Policing, Rules of Criminal Evidence, Police Supervision, and Management of Human Conflicts.
In 2023, Gary was appointed as a Team Adam Consultant for the National Center for Missing & Exploited Children (NCMEC), providing rapid on-site support in missing child cases, technical assistance for long-term investigations, and training for public safety and child-serving professionals.
Beyond his law enforcement work, Gary has contributed to the community through leadership and governance roles. He served on the St. Louis County Pension Board—participating in investment and plan improvement committees—attended MAPERS conferences, and received pension and benefits training from the International Foundation of Employee Benefit Plans. As Financial Officer of the St. Louis County Police Retirees’ Association, he continues to oversee pension benefits and financial matters impacting retired officers.
Lieutenant Brian M. Hilke retired in 2021 from the O’Fallon, Missouri Police Department, concluding a distinguished 25-year law enforcement career. Fourteen of those years were spent as a Detective and Detective Sergeant, where he gained extensive experience in complex criminal investigations, interview and interrogation, courtroom testimony, applicant selection and background investigations, and professional report writing.
For 18 years, Brian also served as a Shift Supervisor and Section/Division Commander, honing his expertise in training and coaching, policy development, leadership and team building, organizational risk management, crisis and emergency management, and public relations.
A Certified Forensic Law Enforcement Polygraph Examiner since 2007, Brian has conducted more than 1,000 examinations, including criminal-specific, pre-employment, internal affairs, and specialized requests.
As President - Company Partner and Lead Instructor of Vista Law Enforcement Training and Consulting, LLC, Brian leads the instructor team while developing, scheduling, and teaching POST-approved training courses. He oversees company operations, strategic planning, marketing, and budget management, and provides expert consulting, investigative services, and witness testimony for law enforcement agencies and legal teams.
In 2023, Brian was appointed as a Team Adam Consultant for the National Center for Missing & Exploited Children (NCMEC). In 2025, Brian was selected as an adjunct instructor for the University of Missouri – St. Louis (UMSL) in the Department of Criminology & Criminal Justice.
